Prospective IQ-S Committee members are encouraged to submit their applications to be allocated stipend funds in 2024 and to be considered for the 2024 IQ-S Leadership Team.
Additional Information – IQ-S Committee Membership (Stipend Eligible)
Below are additional proposed requirements for membership eligibility, stipend eligibility/amount and other requirements based on similar requirements established through the now-defunct “Income Qualified Advisory Committee” previously established under the “Future Energy Jobs Act.” The requirements and stipend below may change based on full IL IQ EE Committee discussion.
IQ-S Member Eligibility (Stipend Eligible)
- Applicants must be employed by a Community-Based Organization, which includes Community Action Agencies and Public Housing Authorities, to be eligible for a stipend. “Community-based organizations” means an organization that: (1) provides employment, skill development, or related services to members of the community; (2) includes community colleges, nonprofits, and local governments; (3) has at least one main operating office in the community or region it serves; and (4) demonstrates relationships with local residents and other organizations serving the community.
- Applicants should be the lead for their organization or have a leadership role in the organization that aligns with the work of the IQ-S Committee.
- Applicants must commit to attending at least 80% of the designated IQ-S Committee Meetings, and designated IQ-Related SAG Meetings to be eligible for a member stipend.
- Applicants are not required to attend a specific number of IQ-S “Working Group” meetings that will focus on specific topics, unless Applicant has agreed to participate on such a committee, in which case Applicant shall also attend 80% of the IQ-S Working Group meetings.
- Member eligibility for stipend reimbursement may be revoked if the member is not meeting the expected attendance requirements and other rules and processes that will be established from time-to-time.

- The Committee will work to develop stipend guidelines.

IQ-S Member Eligibility (Stipend Ineligible)
Applicants eligible for the IQ-S Committee must meet the following criteria:
- Applicants should be the lead for their organization or have a leadership role in the organization that aligns with the work of the IQ Committee.
- Applicants must commit to attending at least 80% of the designated IQ-S Committee Meetings, and designated IQ-Related SAG Meetings to be eligible for a member stipend.
- Applicants are not required to attend a specific number of IQ-S “Working Group” meetings that will focus on specific topics, unless Applicant has agreed to participate on such a committee, in which case Applicant shall also attend 80% of the IQ-S Working Group meetings.
Other Requirements
- No more than one (1) representative of a Community-Based Organization is eligible for IQ-S Committee membership voting.
- IQ-S Committee Members are expected to abide by all IQ-S Committee attendance requirements and process rules and requirements, which may change from time to time, and may be removed.
